Q: We have a unit where the owner walked away about eight months ago. The unit was recently sold to a new buyer. That buyer fixed up the interior and resold the unit about a month ago. The latest buyer is not living there, but has other people in the home, which is a violation of the community rules.

The management company stated that we cannot send a violation letter because the unit is still in collections from the original owners. Is this correct?

A: You should have already received the delinquent funds when the first buyer purchased the property.

Residents can longer apply for the state energy assistance program at the Neighborhood Services office and will need to travel to Hartford to register for services.

The shift is the result of state and federal budget cuts to the energy assistance program, according to the neighborhood services office, and the program’s relocation may be permanent.

Residents in need of energy assistance should visit the Community Renewal Team office at 395 Wethersfield Ave. in Hartford. To schedule an appointment call 860-560-5800.

Two local energy assistance “intake blitz” events scheduled for late 2011 and early 2012 will still take place at the neighborhood services office, located at 100 High Street, but will be appointment only.

Freed of its affordable housing specification, a Hercules project has generated “great momentum” among developers since bidding was reopened, a city real estate official says.

“I expect, within two weeks, to have at least four written offers on the (Sycamore North) property,” Hercules’ Real Property Manager Frank Fox told the City Council on Sept. 13.

“We believe we have a buyer for it.”

Price and terms of a possible deal for the Sycamore North development are on Tuesday’s closed session City Council agenda.

Underlying the city’s optimism is the assumption that affordable housing requirements attached to Sycamore North can be satisfied with units elsewhere in the city that exceed its mandates under state redevelopment rules.
